India’s First Fully E-Governed State – Kerala

Kerala will be the first state in India that will run its public services fully on e-governance platforms, where internet service will be deemed the fundamental right of the citizen. With a focus on a knowledge-based economy and 100% digital literacy, the government has digitized the delivery of vital services across various domains, ensuring transparency, inclusivity, and accessibility for all citizens.

A noteworthy step in this direction is the implementation of the Kerala Fibre Optic Network (KFON) project, which has made internet access a citizen's right. This pioneering initiative will make the internet affordable or even free for the residents of Kerala. Furthermore, the government has launched a single-window portal called e-Sevanam, offering an extensive array of 900 services which would soon be extended to taluk-level offices.

The health minister, Stephen Donnelly, signed the legislation on Monday and he looked forward to other countries following the example – a prospect that has worried Italy’s winemakers and people in several other EU member states.

The law would take effect from 22 May 2026 to give businesses time to adapt to a policy that mimics existing rules for other food and drink products, said Donnelly.
